Currently many packages are only configurable with scripts/Config when they
are enabled, which also means that no config variables for these packages
will be written to config/*.
By removing the respective pkgcheck in Config input files, disabled packages
could be configured at all times, and config variables would always have
default values.
I think the use of pkgcheck should probably be limited to checks for mutually
exclusive packages like xorg vs. xfree86 and other special cases.
