As far as I can see this is because I'm doing a cluster build.
modutils only checks for existence of /var/adm/flists/module-init-tools but
does not depend on it. As such they probably got built simultaneously and the
check failed, resulting in the aforementioned problem.

Suggested solutions:
- make modutils depend on module-init-tools
- or make a `pkgcheck module-init-tools X' instead of the check for the flist
