I do since I use dvorak layout. French users will have, too. The main problem is
that the root password is set immediately after the keyboard layout selection.
Assuming the new layout will create problems after booting, when the new layout
will actually be set.

Maybe just autoload these two modules? Almost anyone will want them.

I don't know. Try installing Crystal and see udev complaining.
