Applied with modifications:

- moved to base (;-)
- fixed download URL
- cleaned .conf:

+var_append makeopt " " "STRIP=-s"
+makeinstopt="$makeopt install"

First of all in ROCK Linux there is a gobal optimization / strip
option - so package should not enforce the useage of stripping or
whatever. But more important I think you just wanted to fix that the
STRIP variable is used as argument for the install binary. So I
replaced this with just a tiny:

STRIP=""
